Annual Action Plan for the financial year 2016-17 in respect of AHSIDC Ltd.:

The board is apprised that the Government of Assam (HAD/DCHA) has provided a Budget allocation for a sum of Rs.380.00 lakhs only for the financial year 2016-17 for completing the developmental schemes/projects in respect of the AHSIDC Ltd. as informed by Vide Govt. letter No.HPD.4/2016/57 , dtd. Dispur the 16th JULY /2016.

In this connection, the Management is to place its Annual Action Plan before the board for the financial year 2016-17 within the allotted fund provision for implementation of various ongoing schemes/projects under Revival of this Corporation as working capital and revolving fund etc. to run the revival production units including some diversified projects to be undertaken.

Annual Action Plan for the financial year 2016-17 in respect of AHSIDC Ltd.:

The board is apprised that the Government of Assam (HAD/DCHA) has provided a Budget allocation for a sum of Rs.380.00 lakhs only for the financial year 2016-17 for completing the ongoing developmental schemes/projects in respect of the AHSIDC Ltd. as informed by Vide Govt. letter No.HPD.4/2016/57 , dtd. Annual Action Plan for the financial year 2016-17 in respect of AHSIDC Ltd.:

As per approval of the Board and accordingly the Management has placed the proposal to the Govt.(HAD,DCHA) for release of Rs.380.00 lakh for the financial year 2016-17 within the allotted fund provision for implementation of various ongoing schemes including diversified projects under this Corporation as working capital , revolving fund and capital investment etc. to run the revival production units including some diversified projects to be undertaken. The board directed the Managing Director (I/C) to pursue the matter with the Govt. and also authorized the M D to execute a Loan Agreement if required for the interest of the Corporation.

The board directed the Managing Director(i/c) to pursue the matter with the Government and also authorized the M D to execute an Loan Agreement if required for the interest of the Corporation. and also reiterated the decision to implement the schemes/projects by departmentally to minimize ,check & balance and cost effective with sincerity & dedication for 100% revival and bright future of the Corporation.

The Board is apprised the above mentioned schemes/projects including diversified schemes works which are in progress as the Management received the allotted fund during the month of March, 2017 and accordingly the implementation of schemes/projects started a little late. The management assured the board to complete all works within October, 2017.

Inauguration of 3RD Packaged Drinking Water project at Haflong:

The inaugural function of 3rd Packaged Drinking Water project at Boro-Haflong, DimaHasao was inaugurated on 12/03/2017 which was attended by the following VIP and Government Official such as EM Rangkhol, NCHAC, Haflong (on behalf of the CEM, NCHAC), Dr.Anwar Uddin Choudhury,IAS,Commr& Secy. GoA, HAD, Dy.Commissioner,DimaHasao and Sri. D K Chokroborty ,Ex founder Secy. of AHSIDC Ltd. etc. Now the Corporation has three PDW plants such as Deithorcomplex,Manja Industrial Complex and Boro-Haflong Complex which will support and earn revenue out of these projects.

Proposal for setting up of new Packaged Drinking Water RO Plant in West KarbiAnglong

It is apprised to the board that the KarbiAnglong became two parts known as EAST KarbiAnglong, Head Quarter at DIPHU and WEST KarbiAnglong with its head quarter at HAMREN. The Corporation was created for development of industries in the industrially backward Hill districts of Assam. Now, there are three Hill districts namely East KarbiAnglong, West KarbiAnglong and DimaHasao under Hill Areas Deptt. Government of Assam.

The Corporation has set up FPU & PDW Project at Boro-Haflong ,Haflong ,DimaHasao and 7 nos,of production Units including PDW factory & Oil mills at Manja Industrial Complex and Deithor FPU complex in East KarbiAnglong but the Corporation has no unit in west KarbiAnglong till creation of the new district.

Now, the Management of the Corporation has a proposal to set up a new factory of Packaged Drinking Water RO Plant at Baithalangso,WestKarbiAnglong. A middle point with good location for Water Industry. It will cover entire West KarbiAnglong including major town of Hamren, Donkamukam, Kheroni ,Jengkha,Jirikinding etc.

The Hill Areas Deptt.& DCHA, Government of Assam, Dispur has kept a budget provision of Rs.430.00 lakh for the year 2017-18 in respect of AHSIDC Ltd. for development,revival, diversify etc. Out of this Plan amount, the sum of Rs.250.00 lakh can be invested as Capital Investment in Water Industry in West KarbiAnglong as demand has been increasing day by day being a profitable project. There is no such type of project in West KarbiAnglong district till today.

The proposal includes the following work which shall be implemented departmentally like Construction of new factory building for proposed Packaged Drinking Water RO plant including Plant & machineries, Construction of Office-cum Guest House(Assam typed), Barrack type Staff quarter, Rig Bore Well, Pet bottle Blowing machine, Installation of new Transformer and power line drawal, Boundary wall, 75KVA DG Set, purchase of Mini truck, Over head water tank & pipe line including 3 (three) months working capital & Misc. works etc.

The Board is requested to approve the proposal in the interest of the Corporation as well as the public of west Karbi-Anglong for which the employment can be generated through this project.

Proposal for Technology up-gradation, plant & machineries for Food (Litchi) processing including R&D facility at Manja Industrial Complex, Manja

The Board is apprised that the demand of LITCHI DRINK & Mango Drink are increasing day by in the present market. Considering the future prospect, the plants and machineries should be modernized with latest technology like Tetra Pack although we can't go for Tetra Pac machineries for filling in hygienic paper pack as the cost of plant and machineries are very high which is not possible like our Corporation and its cost more than Rs.12.00 crore excluding working capital as I had an opportunity to have a access with the Director of TETRA PACK COMPANY at Gurgoan, Haryana on 12/4/2017 as sent by the Dev.Commissioner, DCHA.

But we can go for another packaging solution like ONLINE PROCESS for automatic washing, peeling upto finish product of bottling line which can cost more than crore of rupees following on the installed capacity.

There is un-used 2 factory shed in the Manja Industrial Complex,Manja which was abandoned of closed Sugar Mill factory shed which requires heavy modification and renovation including repairing etc. It requires more than half crore of rupees and can be converted into a suitable factory for Food & Beverage including R&D facilities. The Management has proposed for the same including hi-tech machineries and equipments for Litchi & Mango drink of "KANCH" brand products and request the board to approve the proposal for the sum of Rs.250.00 lakh for the f/y 2017-18.

Annual Action Plan for the financial year 2017-18 in respect of AHSIDC Ltd.

The Board is apprised that the Government of Assam (HAD/DCHA) has provided a Budget allocation for a sum of Rs.430.00 lakhs only for the financial year 2017-18 for completing the developmental schemes/projects in respect of the AHSIDC Ltd. as communicated Vide Govt. letter No.HPD.2/2017/33, dtd. Dispur, the 13th January /2017.

In this connection, the Management is to place its Annual Action Plan before the board for the financial year 2017-18 within the allotted fund provision for implementation of various ongoing schemes/projects considering permanent income source under Revival of this Corporation including working capital and revolving fund etc. to run the revival production units and some other diversified projects to be undertaken as follows. contd.

Participation in PPP model for opening of Hotel &Resort at Dilajee Complex

As per the minutes of the 48th Annual General Meeting held on 30/09/2016 at Manja Complex, the decision for earning revenue through renting the existing Dilajee Office Building etc. as the Management has shifted the Head office to Manja Industrial Complex, Manja where seven production units are working there.

In this connection, one local business man approached the Corporation for Hotel & Resort at Dilajee Complex on rental or PPP and received application from M/S JAI LAKSHMI ENTERPIRSE (M/S HINGCHONGPI),KST ROAD,DIPHU vide letter No.HIN/AHSIDC/Hotel/1 ,dtd.02/12/2016 who has interested to take on PPP model with the Corporation.

After thorough discussion, the management accepted the proposal "IN PRINCIPLE"and informed the matter to the Party vide office letter No. KANCH/DEV/279/HOTEL-RESORT/2016-17/72 DTD.17/01/2017 and the Corporation asked him to produce yearly Financial Statement/Turnover vide this office No.KANCH/Dev/279/Hotel & Resort/2016-17/210,dtd.28/3/2017 and accordingly the party has submitted the bank statement of SBI Diphu br. & LDRB Diphu br. which shown best turnover and found finically sound.

Proposal to KAAC authority for consideration to hand over the GINFED to AHSIDC Ltd. being a Government of Assam undertaking under the administrative control of Hill Areas Dept., GoA

The GINFED was set up at Manja with the objective to help the Farmers and to provide assistance to Ginger Growers in KarbiAnglong. The GINFED started procurement of Ginger from the local Growers and has taken a leading part in the initiative taken by Dr.M.Angamuthu, IAS then D C, KarbiAnglong and the authority of KAAC. After his transfer from DC, KarbiAnglong it became downfall and now is in closing position. The Ginger Growers got benefit from the GINFED but it lasted 3-4 years as observed and now the GINFED became workless and machineries are lying idle.

The Management of the Corporation would like to approach the authority of KAAC requesting to hand over the project to the AHSIDC Ltd. if the KAAC authority considers our proposal. It would benefit both the growers and the Corporation being a business organization as the Corporation is also a Government of Assam undertaking under Hill Areas Department (HAD). There are many machineries & equipments lying un-used with good infrastructure. The distance between GINFED and AHSIDC Manja Industrial Complex is just 1 km. There would not be any problem to run the project including administration if the KAAC authority consider and think fit to hand over the idle project " as on whereas basis" without cost.

Considering the above circumstances, the board is requested to urge upon the KAAC authority to hand over the project without cost for the interest of Growers/farmers as well as the Corporation and may also request the Hill Areas Deptt. Government of Assam, Dispur to take initiative with the concerned authorities as the budgetary funding come from HAD to KAAC.

The Board discussed the item in detail regarding setting up of new Water Industry in West KarbiAnglong is a good step as theKarbiAnglong became two parts known as EAST KarbiAnglong ,Head Quarter at DIPHU and WEST KarbiAnglong with its head quarter at HAMREN . Since the Corporation was created for development of industries in the industrially backward Hill districts of Assam covering three Hill districts now namely East KarbiAnglong , West KarbiAnglong and DimaHasao.

Considering the future prospect of the Corporation as well as the public demand the board has approved the proposal for Rs.200.00 lakh for setting up a new Water Industry etc. in west KarbiAnglong in phase manner to be started from the financial year 2017-18 on receipt of Annual Plan Fund,2017-18 and should implement all works by departmentally (Corporation) along with diversified work for time bound implementation as the Corporation receives LOAN with 14.5% interest from the Government

The Board authorized and directed the Managing Director (i/c) to act accordingly and expected to generate the direct & indirect employment through this project. and permission for land acquisition from the KAAC authority including for purchasing needs to be taken if necessary . The board authorized & directed the Managing Director (i/c) to act accordingly.

Annual Action Plan for the financial year 2017-18 in respect of AHSIDC Ltd.

The Board discussed the agenda item in details and acknowledged thanks to the Govt. for providing a Budget provision of Rs.430.00 lakhs only as loan for the financial year 2017-18 for revival and completing the ongoing developmental schemes in respect of the AHSIDC Ltd. Vide Govt. letter No.HPD.2/2017/33, dtd. Dispur the 13th January /2017.

The Board approved the Annual Action Plan for the financial year 2017-18 within the allotted fund provision for implementation of various ongoing schemes including diversified projects under this Corporation as working capital , revolving fund and capital investment etc. to run the revival production units including some diversified projects to be undertaken for which the detailed break up are given below:

The Board authorized the Managing Director i/c to place the proposal to the Government for the release of fund as provided by the Government (HAD & DCHA) for implementation of various ongoing schemes/ new projects during 2017-18 and also authorized the Managing Director i/cto execute & sign MoU/Agreement with the Govt. if requires for including alteration /changes of Action plan for the best interest of the Corporation. The implementationof the schemes/projects may be done departmentally (Corporation) to minimize, check & balance work quality and cost effective with sincerity & dedication for 100% revival and bright future of the Corporation as the Corporation receives LOAN with 14.5% interest.

Participation in PPP model for opening of Hotel & Resort at Dilajee Complex:

The Board discussed the matter in detail regarding participation in PPP for opening of Hotel & Resort at Dilajee Complex of the Corporation. The board observed that since the matter has already been decided in the 48th AGM held on 30/09/2016 and the Management has also agreed "in principle" for the same with the party as apprised by the Managing Director (i/c) before the board vide office letter No. KANCH/DEV/279/HOTEL-RESORT/2016-17/72 DTD.17/01/2017 and No.KANCH/Dev/279/Hotel & Resort/2016-17/210,dtd.28/3/2017.

The Board also observed that the party has been found financially sound as certified by the concerned bank with their bank statement as on date.

On the other hand, the Corporation also needs permanent income source out of the One Time investment like Old Office building (ground & 1st floor) at Dilajee complex either rent or lease as lying un-used& vacant presently and it is suitable building and place for such a project.

Considering the above, the board also approved the proposal for participation in the PPP model with 65.35 ratiowith Sri Ashok Gupta ,proprietor of M/s Jai LakhsmiEnterprise, Diphu as per the Terms & Conditions attached here with at annexure-A.

Further, the board also approved the proposal for another Hotel & Resort at Boro-Haflong Complex of the Corporation near new HaflongRly.Station and JATINGA VALLEY, a beautiful tourist place, in DimaHasao to convert the existing Office-cum-Guest House into Hotel & Resort along with renovation,modification and new construction if requiresfor as the Corporation required permanent income source etc.

The board also authorized the Managing Director (i/c) to execute the Agreement Paper after consultation with the Legal Adviser for PPP concerned and to act accordingly.

Proposal to KAAC authority for consideration to hand over the GINFED to AHSIDC Ltd. being a Government of Assam undertaking under the administrative control of Hill Areas Deptt., GoA:

The board discussed the agenda item in detailed about the possibility to take over the GONFED from the KAAC authority. It has been apprised before the board that the GINFED was set up at Manja with the objectives to help the Farmers and to provide assistance to Ginger Growers in KarbiAnglong. The GINFED started procurement of Ginger from the local Growers and has taken a leading part by the initiative taken by Dr. M. Angamuthu, IAS then DC, KarbiAnglong and the authority of KAAC . After his transfer from DC, KarbiAnglong it became downfall and now is in closing position. The Ginger Growers got benefit from the GINFED but it lasted 3-4 years as observed and now the GINFED became workless and machineries are lying idle.

Since the Management of the Corporation would like to approach the authority of KAAC requesting to hand over the project to the AHSIDC Ltd. if the KAAC authority considers our proposal. It would benefit both the growers and the Corporation being a business organization as the Corporation is also a Government of Assam undertaking under Hill Areas Department (HAD). There are many machineries & equipments lying un-used with good infrastructure. The distance between GINFED and AHSIDC Manja Industrial Complex is just 1 km. There would not be any problem to run the project including administration if the KAAC authority considers and thinks fit to hand over the idle project " as on whereas basis" without cost.

After thorough discussion, the board approved the proposal of the Management to urge upon the KAAC authority regarding handing over the GINFED "as on whereas basis" without cost for the interest of Growers/farmers as well as the Corporation being a Government organization and authorized the Managing Director (i/c) to approach with KAAC authority as well as to request the Hill Areas Deptt. Government of Assam, Dispur for taking initiatives with the concerned authorities as the budgetary funding comes from HAD to KAAC.

Proposal for Technology up-gradation, plant & machineries for Food (Litchi) processing including R&D facility at Manja Industrial Complex,Manja:

The Board discussed the agenda item in detail regarding the Technology up-gradation ,online plant & machineries for FOOD & BEVERAGE including R & D facility at Manja Industrial Complex, Manja where 8 nos. of production units are running including newly set up Food & Beverage unit at Manja Complex.

The packaging solution like ONLINE PROCESS for automatic washing, peeling , Humanizer, Pasteurizer, Automatic RFC, Shrink wrapping machine up to finish product of bottling line as apprised by the Managing Director (i/c) . The board also discussed the R&D facility which is quite necessary as the Corporation has set up food related industries which may also tie up with the University for R&D on food including quality analysis etc. as there is no such a facility in the Hill districts of Assam presently. On the other hand, the board visited the closed Sugar Mill factory shed in the Manja Industrial Complex which was abandoned a long time ago and that requires heavy modification and renovation including repairing etc. which could be converted into a suitable factory for Food & Beverage including R&D facilities etc.
